Original.

First I used the Art Media -> Black Pencil effect.

 

I converted the image to Black and White.

I applied the Blur filter with inverted maximum Radius.

 

Finally I used Tuning and reduced the Red and Green color component.

Again I used inverted radius to get the bluish color around the edges.
