First I cropped the photo a bit just to straighten edges.
Then I used the Scratch removal tool to remove most of the white scratches.
On some of the larger scratches, the scratch tool did not manage a complete restoration and I had to use the Clone pen and the Blend brush to clean up.
Finally I used the Sharpen filter to sharpen the whole photo up a bit.
