PaintBuster Tutorial 4: Background Blur.
Done in a few steps.

In order to blur only the background, we must protect the foreground from being affected.
For this purpose, we use the protection mask. The easiest way to create a foreground protection mask, is first to use the Mask Pen Tool , and apply protection mask around the edges of the foreground. Use thin pen size for details.
Make sure there are no gaps in the mask around the edges, select the Mask Fill tool , and click somewhere inside the foreground to fill the rest of the foreground with protection mask. |
Now use one of the blur filters in the filter dialog (Image->Apply Image Filtering) to blur the background. The protected foreground will not be affected. |
Of course, having masked the girl, we can clip her out, place her on a layer and paste her to a whole different background. |
Or, we could make an artificial backround like this, which simply was created using a shaded rectangle. |
